Constructor.

Parameters:

simulator - OTSDEVSSimulatorInterface; simulator

history - Duration; time over which history is guaranteed

cleanUpInterval - Duration; clean-up interval

Returns the current simulation time. This is used by historicals to time-stamp state changes.
